 District – Wide Parent Involvement Plan


Santa Rosa Consolidated Schools (S.R.C.S.) - District-8 agrees to implement the following statutory requirements: 


  1. A.S.R.C.S. will put into operation programs, activities and procedures for the involvement of parents in all of its schools with Title I, Part A programs, consistent with section 1118 of the Elementary and Secondary Education Act (ESEA).Those programs, activities and procedures will be planned and operated with meaningful consultation with parents of participating children.
  2. Consistent with section 1118, S.R.C.S. will work with its schools to ensure that the required school-level parental involvement policies meet the requirements of section 1118(b) of the ESEA, and each include, as a component, a school-parent compact consistent with section 1118(d) of the ESEA.
  3. C.S.R.C.S. will incorporate this district wide parental involvement policy into its Educational Plan for Student Success (EPSS) developed under section 1112 of the ESEA.
  4. In carrying out the Title I, Part A parental involvement requirements, to the extent practicable, S.R.C.S. and its schools will provide full opportunities for the participation of parents with limited English proficiency, parents with disabilities, and parents of migratory children, including providing information and school reports required under section 1111 of the ESEA in an understandable and uniform format and, including alternative formats upon request, and, to the extent practicable, in a language parents understand.
  5. If the S.R.C.S. plan for Title I, Part A is not satisfactory to the parents of participating children, S.R.C.S. will submit any parent comments with the plan when S.R.C.S. submits the plan to the State Department of Education.
  6. F.S.R.C.S. will involve the parents of children served in Title I, Part A schools in decisions about how the 1 percent of Title I, Part A funds reserved for parental involvement is spent, and will ensure that not less than 95 percent of the one percent reserved goes directly to the schools.
  7. G.S.R.C.S. will be governed by the following statutory definition of parental involvement, and expects that its Title I schools will carry out programs, activities and procedures in accordance with this definition:

Parental involvement means the participation of parents in regular, two-way, and meaningful communication involving student academic learning and other school activities, including ensuring that

1.   parents play an integral role in assisting their child’s learning;

2.   parents are encouraged to be actively involved in their child’s education at school;

3.   parents are full partners in their child’s education and are included, as appropriate, in decision-making and on advisory committees to assist in the education of their child;

4.   other activities are carried out, such as those described in section 1118 of the ESEA.



A.  Santa Rosa Consolidated Schools will take the following actions to involve parents in the joint development of its district-wide parental involvement plan under section 1112 of the ESEA:

  1. Parent Involvement Plan will be posted on for parent comment/input.
  2. Input will be solicited during both district-wide and school site parent advisory meetings.
  3. Input will be solicited during S.R.C.S. Board meetings.
  4. Communication and correspondence through School Newsletters, Parent Notices,, Guadalupe Communicator and KSSR-Radio will notify events pertaining to this process and recruitment of parent participation.


B.  Santa Rosa Consolidated Schools will take the following actions to involve parents in the process of school review and improvement under section 1116 of the ESEA:

  1. 1.S.R.C.S. will distribute annually the Quality of Ed. Survey to all parents of SRCS students.The Parent Advisory Councils will utilize the results of the Quality of Ed. Survey along with the Youth Resiliency Survey Results, which are released every two years, to provide data for our Parental Involvement Plan and to determine effectiveness and areas of need.
  2. Input will be solicited during parent meetings and Open House at each school site.
  3. Input will be solicited from each school’s Parent Advisory Councils which includes parents as members.
  4. Communication, postings and correspondence through , school newsletters, parent notices, School Messenger, Guadalupe Communicator and KSSR-Radio will notify events pertaining to this process and recruitment of parent participation


C.    Santa Rosa Consolidated Schools will provide the following necessary coordination, technical assistance, and other support to assist Title I, Part A schools in planning and implementing effective parental involvement activities to improve student academic achievement and school performance: 

  1. 1.S.R.C.S. Superintendent or designee, who coordinates the federal programs, will consult with building principals in the planning of parent activities.
  2. 2.S.R.C.S. Superintendent or designee will attend as many of these activities as possible.
  3. 3.S.R.C.S. Superintendent or designee will work in collaboration with building principals and district Technology Coordinator to provide information on the existence of resources and training available within the community and district through communication, postings and correspondence through, school newsletters, parent notices and
  4. 4.S.R.C.S. Superintendent or designee in conjunction with building principals will approve reasonable and necessary expenses associated with parent involvement activities, including transportation, childcare costs and background check reimbursements to enable parents to participate in school related meetings and training sessions.


D.  Santa Rosa Consolidated Schools will coordinate and integrate parental involvement strategies in Part A with parental involvement strategies under the following other programs: Eastern Plains Head-Start and SRCS Pre-K program by: 

  1. 1.S.R.C.S. Superintendent or designee cooperates with Early Childhood Agencies to provide program and resource information to be made available to parents of their students.
  2. Elementary Principals or designee coordinates with the Pre-K and Head-Start Programs in scheduling of screenings for students. Parents are provided with a copy of report and screening results are explained in their native language.
  3. End of year exit/enrollment meetings are held in conjunction with Pre-K, Head-Start and S.R.C.S. Elementary Schools.


E.   The Santa Rosa Consolidated Schools will take the following actions to conduct, with the involvement of parents, an annual evaluation of the content and effectiveness of this parental involvement policy in improving the quality of its Title I, Part A schools.  The evaluation will include identifying barriers to greater participation by parents in parental involvement activities (with particular attention to parents who are economically disadvantaged, are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background).  The LEA will use the findings of the evaluation about its parental involvement policy and activities to design strategies for more effective parental involvement, and to revise, if necessary (and with the involvement of parents) its parental involvement policies.


  1. Ongoing and preliminary evaluation of the plan will be conducted during parent conferences, Open House and School Base Health Clinic, School Audit/Finance and Budget Committee meetings, in which parents are members.
  2. 2.S.R.C.S. will conduct an annual assessment and evaluation of our Parental Involvement Plan in which school site principals will solicit input and participation from parents in various ways.
  3. Meetings will be held at various times and locations in order to accommodate parents and their schedules.
  4. 4.S.R.C.S will conduct an annual survey at each school site, with the involvement of parents, in regards to the effectiveness of this plan.The findings of the survey will be used at the Annual District Advisory Meeting to identify barriers to participation by parents in Title I activities, design parent involvement strategies and obtain suggestions for revisions to the Title I District Parent Involvement Plan for the following year.


  1. Santa Rosa Consolidated Schools will build the schools’ and parents’capacity for strong parental involvement, in order to ensure effective involvement of parents and to support a partnership among the school involved, parents, and the community to improve student academic achievement,through the following activities specifically described below:


    1.  S.R.C.S will, with the assistance of its Title I, Part A schools, provide assistance to parents of children served by the LEA or school, as appropriate, in understanding topics such as the following, by undertaking the actions described in this paragraph --

  2. Santa Rosa Consolidated Schools will, with the assistance of its schools, provide materials and training to help parents work with their children to improve their children’s academic achievement, such as literacy training, and using technology, as appropriate, to foster parental involvement, by:
  • Common Core State Standards
  • the New Mexico Content Standards and Benchmarks
  • the PARCC, NM Standards Based Assessments including alternate assessments and district short cycle assessments
  • the requirements of Title I, Part A schools
  • how to monitor their child’s progress
  • how to work with educators



    1. Each school will obtain a signed Title I Student/Parent/ Teacher Compact and/or Pledge annually each student, (to be distributed through the Student Handbook) in order to create as educational collaborative agreement.
    2. Each school will provide annual Open House and parent meetings to review the achievement standards and assessments results of each student.
    3. Information will be sent out in each school’s Student Handbook regarding usage of our School Website and Parent Portal which are available for parents to monitor student progress (on-going).
    4. Guidance Counselors at each school in conjunction with parents and students, will conduct next step plan meetings, along with scheduled as needed meetings, to review individual assessment data, academic content standards and overall student performance.
    5. Information will be provided on, during annual parent meetings and parent-teacher conferences regarding content standards and assessments throughout the year.


  1. providing training through the Parent Teacher and Parent Advisory meetings at each school site that are relevant to parent and student needs.
  2. providing access to Parent’s Aide and Student’s Aide, an online grade reporting and attendance program, to all district parents and students.
  3. notifying parents of meetings using School Messenger, as well as posting on, notes home, newsletters, student agendas, Guadalupe County Communicator and/or KSSR Radio.
  4. holding Parent Involvement Work Shops – (Capitalize on Student Success – CAP Day and/or Health Fairs) to provide parent training and awareness of student issues and strategies to help students to be successful in school environments.


    1. Santa Rosa Consolidated Schools with the assistance of its schools and parents, educate its teachers, pupil services personnel, principals and other staff, in how to reach out to, communicate with, and work with parents as equal partners, in the value and utility of contributions of parents, and in how to implement and coordinate parent programs and build ties between parents and schools, by:
  1. promoting parental involvement in all discussions with staff and ensuring parent involvement is a priority in district and school EPSS plans.
  2. promoting documentation by teachers, ancillary and schools regarding parent contact and parent involvement.
  3. providing professional development training for school staff in order to enhance school, teacher and parent communication.




I .  Santa Rosa Consolidated Schools will, to the extent feasible and appropriate, coordinate and integrate parental involvement programs and activities with Head Start and public preschool and other programs, and conduct other activities, such as parent resource centers, that encourage and support parents in more fully participating in the education of their children, by:

  1. sending school representatives to the local Head Start and Pre- K in order to arrange for Kindergarten screening.
  2. Provide Head-Start & Pre-K parents with parent information regarding resources and training available through S.R.C.S.
  3. Collaborating with Head-Start and Pre- K in creating school calendars and activities that complement one another and provide opportunities for parent involvement.


J.  Santa Rosa Consolidated Schools will take the following actions to ensure that information related to the school and parent- programs, meetings, and other activities, is sent to the parents of participating children in an understandable and uniform format, including alternative formats upon request, and, to the extent practicable, in a language the parents can understand: 

  1. Correspondences and documents will be provided to parents of ELL students in their preferred language as indicated by the home language survey.
  2. School website, agendas and calendars will provide information to parents regarding meetings and programs to all parents, including parents of Title I students.





  1. To improve parental involvement, Santa Rosa Consolidated Schools may choose to


  1. involve parents in the development of training for teachers, principals, and other educators to improve the effectiveness of that training;
  2. develop appropriate roles for community-based organizations and businesses, including faith-based organizations, in parental involvement activities
  3. providing other reasonable support for parental involvement activities under section 1118 as parents may request.




Santa Rosa Consolidated School District wide Parental Involvement Policy has been developed jointly with, and agreed on with, parents of children participating in Title I, Part A programs, as evidenced by Parent Advisory Meetings.


This policy was adopted by Santa Rosa Consolidated Schools on May 1, 2017.  Santa Rosa Consolidated Schools will place this Plan on our district web site, on or before May 2, 2017. We will also share the Plan and provide a copy to all parents of participating Title I, Part A children at Parent Teacher Conferences, Parent Meetings and Parent Advisory Meetings.
